Agreement on Library Support for
CSU Distance Learning Students
CSU Council of Library Directors (COLD)

Guiding Principle
It is the goal of the California State University Libraries to provide all CSU students with the library services and information resources necessary to succeed and to assure a quality learning environment. Therefore each CSU library will endeavor to offer a comparable level of access and service to students learning at a distance, irrespective of academic program, campus of origin or funding source.

Student Verification
In order for CSU libraries to provide comparable library services to distance learning students, those students must be identified as such. Thus, CSU distance learning students must be prepared to present positive identification, preferably a valid campus ID card, that will enable verification of their current enrollment status.

Borrowing Privileges
All CSU libraries shall offer on-site borrowing privileges to any authenticated distance learning student under the terms of the CSU Systemwide Agreement on Borrowing. The intercampus borrowing system that is a part of Pharos will support borrowing privileges for all currently enrolled CSU students wherever Internet access is available.

Interlibrary Loan, Course Reserves and Other Library Services
Interlibrary loan, off-site delivery of materials and access to course reserves will be provided to CSU students in distance learning courses according to locally established policies by the library on the campus teaching the course. All course-related instructional, reserve and research consultation services must be arranged by the faculty member teaching the course with the library on the campus where the course originates. Libraries may also make inter-campus agreements to provide some library services.

Electronic Resources and Online Support
Any distance learning student may have access to all online library resources (e.g., databases, web resources, and full-text periodical articles) as licensed by the campus teaching the course, either in the library on the campus where the course originates or via the Internet, according to locally established policies. Students are responsible for securing Internet access if needed, either through dial-up access to the resources of the home campus or by making individual arrangements with an Internet service provider.
