Meet the Upward Bound Staff

Romeo Garcia

Director, Upward Bound Program


Mr. Garcia   joined CSU Long Beach Upward Bound in September 2014. He has more than 12 years of higher education experience, Federal TRiO program management, youth and student organizing, and human rights advocacy. Mr. Garcia brings a demonstrated ability to build with teams to provide support and resources for underserved and underrepresented students and to help young people reach their academic and personal potential.  He holds a bachelor’s degree from UC Santa Barbara in Asian American studies and a minor in Black studies with a focus on the liberation movement in the Pacific, Caribbean, and the African diaspora.  He holds a master’s degree in education with a concentration in equity and social justice from San Francisco State University.  He is in the Doctor of Education Program in Educational Leadership at California State University, Fullerton, with research interests in critical hope, grit, and success for low-income and first-generation students. 

Mr. Garcia’s professional and personal mission is focused on creating a climate that promotes critical thinking and student engagement. He is diligent in creating services for students that help ensure program persistence, graduation, and success via responsive workshops, college tours, and frequent group and one-on-one advising. In his work as a transformative educator, he is guided by the following four core principles:

       1. To help create sustainable, meaningful programming that speaks to the needs of our students;

       2. To help build the spirit of collaboration, not just out of necessity but out of the nature of giving and


       3. To help create and sustain programs that are rooted in evidence-based strategies and effective practices;

       4. To help create a protracted, student movement that engages critical thinking and a cultural norm shift with our        

           learners and with our local  community.

When he is not in the office or in the classroom, Mr. Garcia is at the dog beach with his Boxer puppy Mac, trying new restaurants in Long Beach with family and friends, and making gourmet chocolate truffles in his kitchen.

    James Johnson

    Assistant Director / Academic Coordinator

James Johnson (Jamie) has been with the program since 2007. Jamie has implemented many of the innovative and challenging curricular aspects of the program in order to prepare our students to be successful in high school and later in college. Jamie has a M.Ed degree in College Student Affairs from Azusa Pacific and a B.A. in Psychology from Wheaton College (IL). Originally from Minnesota, Jamie followed his college sweetheart to SoCal in 1996 and they live in Santa Ana with their two kids. Jamie enjoys  out-door activities like camping, kayaking, as well as cooking, eating, and reading things that challenge him. Jamie also is an advocate for immigrant rights and serves as the Co-Chair of the AB 540 Ally Training at CSULB.

    Latosha M. Reyna

Latosha Reyna, has been the Fiscal Coorinator for the Upward Bound Program  since 2006.

    Hubert De Leon Tzic

Hubert graduated from California State University, Northridge twice, once in 2011 with a bachelor’s degree in sociology, and again in 2013 with a master’s degree in higher education. Hubert has a passion for traveling. He has had the opportunity to visit Guatemala, Chile, Peru, Argentina, Bolivia and Morocco; he studied abroad in Puerto Rico and taught English in Spain. However, Hubert believes that none of this would have been possible had he not obtained a college education. This is the reason why there is nothing more fulfilling to him than helping first-generation students get admitted into college and graduate. He is eager to get this academic year underway so he can meet each one of you and help you in any way possible.

   Sabrina Fulghum

Sabrina Fulghum is a recent graduate of California State University, Northridge, where she    received her BA in sociology with a minor in African American studies. She has worked in several TRiO programs such as SSSP, Educational Talent Search and as a resident mentor for EOP at CSUN. Sabrina is currently working on her masters degree in social work at USC.

    Sandra Young

    Educational Career Advisor

    Centennial HS, Compton HS, Dominguez HS & Gardena HS

Sandra Young received her BA from California State University, Dominguez Hills in communications, with minor in sociology. Sandra has been with the Upward Bound family for seven years. Sandra worked for City of Long Beach Workforce Investment Act program (WIA) for six years as an Educational Career Coordinator.  She is currently the Educational Advisor for Carson, Centennial, Compton, Dominguez, Gardena, and Lynwood high schools. She is also the Parent Support Group Coordinator for Upward Bound.
