The following policy statement was recommended by the Academic
Senate at its meeting of May 21, 1981, approved by the President
on June 10, 1981, and authorized by the California Commission on
Teacher Preparation and Licensing on April 14, 1982.
SUBJECT: RESOURCE SPECIALIST CERTIFICATE OF COMPETENCE
The Resource Specialist Certificate of Competence is a post-baccalaureate
program for teaching professionals who hold regular teaching credential
(elementary or secondary) and a specialist credential (communication
handicapped, learning handicapped, physically handicapped, or severely
handicapped). The candidate for this certificate must have
had three or more years of teaching experience, including assignments
with both regular and handicapped students. Student teaching
may be counted toward the three-year requirement.
To enroll in the program, the applicant must apply to the Special
Education Faculty Committee which will screen all applicants prior
to enrollment in Educational Psychology 546B--Practicum in Special
Education.
Requirements for the Certificate of Competence:
Ed.P. 570 -- Role of the Resource Specialist
Ed.P. 535 -- Counseling and Guidance of the Handicapped
Ed.P. 546B -- Practicum in Special Education
Elective(s) up to 3 units, based on determination of competencies
in Ed.P. 546B.
(The evaluation process in Ed.P. 546B is a certification of competencies
and determination by the Special Education Faculty of the candidate's
skills.)
