Using "Benefits" Employee Self Service

Benefits Launch Page

When you click on the Benefits hyperlink under My Menu, the following launch page will appear:

Benefits Summary

When you click on the Benefits Summary hyperlink you will see your current enrollment in Medical, Dental, Vacation/Sick Leave, and State Service ‘plans.' It will also display enrollments in optional Flexible Spending Accounts and 403(b) plans. We do not currently track enrollments in benefit plans that are automatic to your employment. Those include Vision, Life Insurance & Long Term Disability. This is because those plans are available to you by nature of your employment per terms of your collective bargaining agreement or management plan coverage.

Plan Description

This indicates which carrier you have selected or the vacation plan you are eligible for given your length of service. For Sick, State Service and Health Care Flex Spending, the plan description is the same for all employees.

Coverage or Participation

Information will display for Medical, Dental & Flexible Spending accounts to describe who is covered under the plan or your level of participation.

Effective Dating

Information displayed will be current as of the effective date selected. To view history as of when we implemented the system, you can select an earlier date and click on the Go button.

We went live with this system in July 2001, so we won't have history prior to this date. If you do notice discrepancies to your history, feel free to contact the Employee Self Service Help Desk at hr-is@csulb.edu / phone 985-7393 or Benefits Services at 985-8266.

Medical

When you click on the Type of Benefit / Medical link you will see the plan name, plan provider and coverage level for your enrollment as of the date selected. You will also see the dependents covered, if any and their relationship to you. If you click on the dependent's name, you will be able to see the specific information we have for your dependent(s). Dental

Savings Plans

If you try to click on the 403(b) hyperlink from the Benefits Summary, you will get an error page because we do not currently allow changes online. If you want to view your tax sheltered annuity plan contributions, go to the Benefits home page and then click on the Savings Plans page. From there you will see the plan provider for your tax sheltered annuity and participation $ level for your enrollment as of the date selected. Flex Spending Health – U.S.

The detail pages behind the flexible spending plans are not yet available. We expect to release these and update this guides sometime in April – May 2005 timeframe. REMEMBER: the IRS requires re-enrollment in these plans each open enrollment period, your election will not rollover year to year.

Employee Leave Balances

When you click on the Leave Balance hyperlink from the Benefits launch page, your accrued leave balances will display under the tab labeled Employee Leave Balances, as shown below. If you have multiple job assignments, the leave available for each of these will display separately. This is noted by the Rcd# which appears next to your Employee ID, department and position classification.

If you have multiple positions, you can view all of your records by clicking on the Next in List. To return to the previous record, click on Previous in List. If these icons do not appear as in the above example, you only have one job with leave accrual records.

How much leave do I earn each month?

Your ‘leave accrual rate' is the amount of leave you earn each month. The type of leave earned and rate, is based on your collective bargaining unit and your appointment.

FACULTY – California Faculty Association

Article 24 of the current faculty contract provides a full-time employee with eight (8) hours of credit for sick leave with pay after completion of one academic qualifying pay period.

Faculty with an academic year appointment do not earn vacation leave. Per Article 34 of the current faculty contract only full-time ten (10) month and twelve (12) month faculty unit employees will earn two (2) days vacation credit for each qualifying month of service.

Eligible faculty who work less than full time receive sick and/or vacation credit on a pro rata basis.

Sick Leave

As stated in Title 5, §42726 (c), a MPP employee shall accumulate 8 hours of credit for sick leave with pay following completion of one month of continuous service. Thereafter for each additional calendar month of service, one day of credit for sick leave with pay shall be allowed. Sick leave may be accumulated without limit. Each MPP employee may be required by the appointing power to provide proof satisfactory to the appointing power of the necessity of taking sick leave.

Vacation

As stated in Title 5, §42726 (b), a MPP employee shall accumulate vacation at a rate of 2 days per qualifying pay period and may accumulate vacation in an amount not to exceed 384 working hours for 10 or less years of qualifying service and 440 working hours for more than 10 years of qualifying service. Any vacation which the appointing power allows to accumulate beyond the maximum shall be taken in the first quarter of the next calendar year. Vacation shall be taken as directed or authorized by the appointing power and shall be scheduled by mutual agreement whenever possible.

Upon employee request, non-represented employees are entitled to a lump sum payment upon separation from service, for any unused accumulated vacation. Vacation payments should be computed by projecting the accumulated time on a calendar basis so that the lump sum amount will equal the amount which the employee would have been paid had he/she taken the time off, but not separated from service. This policy change also eliminates prior restrictions on the employee's return to CSU employment.

How current is the information?

Around the 15th date of each month, the Payroll Office updates your balances based on your leave accrual rate less any time reported as used during the previous pay period. "Last Processed Date" displays the date your leave time was last reported or accrued, normally at the end of each pay period. Your information is current as of the period preceding the last processed date, which in the following example would be the October pay period.

What is State Service?

The State Service value is the total months of qualifying service you have earned at any CSU campus. This is used to calculate how much leave employees earn based on their length of service at CSULB. This calculation does not currently apply to faculty employees. The State Service value may not display your cumulative months of state service if earned at other CalPERS employers, so you may wish to log-in to the CalPERS website to obtain your retirement service credit.

What is a Personal Holiday?

Per collective bargaining, each employee is entitled to a Personal Holiday that may be taken on one (1) day during the calendar year. If the Personal Holiday has not been recorded as taken, it will display as: Available. Personal Holidays may not carryover to the next calendar year if unused.

Leave Balance History

To see your monthly leave accrual and adjustment history (current year's accrual plus 1 prior year), click on the History hyperlink next to the leave type you want to view. If you want to see all records on the same page, select View All. Click Return to go back to the previous page. You will also be able to view any hours received or donated for Catastrophic leave.

How much vacation leave can I carry over each year?

The maximum accumulation of vacation leave credits are detailed in the vacation article of each collective bargaining agreement or management personnel plan, as cited above. Accumulation in excess of those amounts as of January 1 of each year shall be forfeited by the employee. Some agreements spell out circumstances under which an employee is permitted to carryover more than the allowable credits.

Note that there will be a row of data at the beginning of each calendar year that shows 0 hours earned. All employees, whether or not the carryover allowance has been exceeded, will receive a new row of data at the beginning of each calendar year to reflect the starting point for each year. This way you can see any adjustments that may have been made to your balances.

Employee Comp Time Balances

The second tab on the Leave Balance page details:

  • CTO: compensatory time off balances accrued for eligible non-exempt employees who work overtime but instead of getting paid for that overtime, are allowed to accrue time that is used to supplement sick or vacation hours;

  • Excess balance hours for employees who work an alternate schedule that may cause them to work a total number of hours that are either over or under the required 176 hours each pay period.

  • Additional Day Off balance hours for employees who are scheduled to work on paid holidays and per collective bargaining agreement earn hours that are used to take an alternate day off.

To see history data (current year accrual plus 1 prior year), click on the History hyperlink next to the leave type you want to view. If you want to see all records on the same page, select View All. Click Return to go back to the previous page.

Insurance Plans

We do not currently store information about insurance plan enrollments or beneficiaries of these plans.

Marriage

This page links you to information about how to update your marital status. We currently require that you visit Payroll & Benefits to change your marital status and or add dependents to your insurance coverage.

This page links you to information about how to update your dependents. We currently require that you visit Payroll & Benefits to add dependents to your insurance coverage.
