Federal Funding Appropriations 2012
President Obama signed the Consolidated Appropriations Act, 2012 (H.R. 2055, P.L. 112-74) on Dec. 23 2011 that determines funding for the majority of the federal granting agencies. Based on initial analyses, total R&D spending for FY2012 stands at $142 billion, approximately $1.9 billion or 1.4% below FY2011 levels. The National Science Foundation received $7.0 billion in the bill, $173 million (2.5 percent) more than in FY 2011. The act appropriates $30.690 billion in budget authority for NIH, an increase of $1.7 million over FY 2011.

The report, using data through 2009, finds that long-term growth in domestic R&D investment, while slowing considerably, nevertheless outpaced broader economic growth.
New Federally Mandated Grant-Related Policies
- New legislative mandate requirements for acknowledgment of federal funding: Federal Consolidated Appropriations Act of 2012. "When issuing statements, press releases, requests for proposals, bid solicitations and other documents describing projects or programs funded in whole or in part with Federal money, all grantees receiving Federal funds included in this Act, including recipients of Federal research grants, shall clearly state: (1) the percentage of the total costs of the program or project which will be financed with Federal money; (2) the dollar amount of Federal funds for the project or program; and (3) percentage and dollar amount of the total costs of the project or program that will be financed by non-governmental sources." - Changes in NSF Award Payment: During early 2013, NSF will be implementing the Award Cash Management Service for award payments based on award-level detail at the time of the cash request. This will enhance access to award financial data in near-real time for both awardee and program staff and will replace current quarterly reconciliation between expenditures and revenues. Real-time Award level detail requests can be made by manual web entry, spreadsheet upload and bulk XML data file upload. Posted 3/1/12
- NIH FY2012 Funding Levels: Non-competing awards will be issued without cost of living/inflationary adjustments in FY 2012; however adjustments for special needs (such as equipment and added personnel) will continue to be accommodated. Inflationary Increases for Future Years: Inflationary increases for future year commitments will be discontinued for all competing and non-competing research grant awards issued in FY 2012 except for special needs.
