Active grad students 3-year average >100 = 12 WTU
Active grad students 3-year average >50 = 9 WTU
Active grad students 3-year average >15 = 6 WTU
Active grad students 3-year average 15 or less = 3 WTU

Notes:

The proposed new baseline is 6 WTU (with a minimum of 15 active grads based on a 3-year average)
The proposed calculation of a 3-year average of active grads would happen each fall (at or near census; 0299 report) and would dictate WTU for the following fall
